How rank is decided
- 01. Each sealed cable mints a Cable Receipt PDA on Solana mainnet. The diplomat verifies the route before signing the mint.
- 02. Rank is `cable_count * 0.6 + volume_usd_log10 * 0.4`. Volume dominates at scale; consistency wins at low volume.
- 03. Receipts are soulbound -- they cannot be transferred. Buying volume on another wallet does not buy rank.
- 04. Governance weight per wallet = `min(stake_amount, cable_count * multiplier)`. Active routers gain proportionally more voice.
